RTE is one of the signatories of the ETSO multilateral contract which is to come into effect on 1 March 2002.

As of 1 March 2002, RTE will be able to apply the transitional mechanism for international transfer tariffs developed by ETSO.

In its Board meeting of 19 February 2002, European Transmission System Operators (ETSO) approved a transitional pricing mechanism applicable to international transfers commonly called Cross Border Tariff (CBT) scheduled for implementation as of 1 March 2002 and up to the end of 2002.
As concerns the access of the French system to the interconnections, this mechanism results in the following measures:

- removal of the current price scale applied to exports,
- maintenance of free imports from the networks of countries taking part in the mechanism: Spain, Italy, Germany, Belgium and Switzerland,
- application of a price scale of 1 Euro per MWh applied to each programme of imports from interconnections with countries not taking part in the mechanism. For RTE, this concerns the France-England interconnection.

The measures taken by the Transmission System Operators contributing to the mechanism thus put an end to successive tariffs levied at each border passage for the benefit of all the users of the European grid.

This mechanism comes with the setting up of a compensation fund between Transmission System Operators whose corresponding charges will be divided up, for France, among the amounts of output injected at Extra High Voltage.
