France-Belgium Interconnection: proposal for joint capacity allocation between ELIA and RTE.

ELIA and RTE publish the proposals concerning the conditions for access to the France-Belgium interconnection.

With a view to a consultation of the market players, ELIA and RTE are publishing proposals concerning the conditions governing access to the France-Belgium interconnection for the allocation and utilisation of capacity as of 1 July 2002. These conditions are based on the following principles:

- a joint method of determining the capacity to be allocated with the publication of the results;
- the holder of the capacity and he who nominates are one and the same person, the access responsible in Belgium and signatory of a participation agreement concerning the Rules for Access to the French Public Transmission network for imports and exports;
- continuation of the allocation according to the method developed by ELIA on a monthly basis;
- continuation of the allocation according to the method developed by RTE on a daily basis;
- application of the "use it or lose it" principle to the historical and monthly contracts, so as to make it possible to re-allocate unused capacity on a daily basis.

The document entitled "Proposals concerning the conditions for access to the France-Belgium interconnection applicable between 1 July 2002 and 31 December 2002" present the processes implemented in greater detail. The contractual details will be set out in the amended versions of the RTE Rules governing Access to the French Public Transmission Network for Imports and Exports and of the ELIA Access Responsibility Contract.
