France-Belgium interconnection.

Modalities for exchanges of energy from France to Belgium: prolongation until 30 June 2003.

The Belgian and French regulators CREG and CRE have conducted a consultation of the market regarding the methods for allocation of capacity on the border between France and Belgium. This consultation ended on 15 November. As a consequence, Elia and RTE, the Belgian and French transmission system operators are not in a situation to introduce a new mechanism before the conclusions and propositions resulting from this consultation are published.

Elia and RTE have decided, with the approval of their respective regulators CREG and CRE, to maintain the current allocation mechanism on the border between France and Belgium until 30 June 2003.

The prolongation of the current system allows for continuity, which is favourable for the market, until a more powerful mechanism can be put in place.

Elia and RTE had introduced on 1 July 2002, normally for a period of six months, a common system for access to the interconnection between France and Belgium. This mechanism is a first step in the research of a market mechanism for capacity allocation at the interconnection between Belgium and the neighbouring countries.

In this line, Elia and RTE submitted in July to CREG and CRE a joint study of allocation mechanisms, realized in the framework of the common action programme of Belgian and French transmission system operators and regulators. In this study, Elia and RTE speak out in favour of a system of coordinated auction between France, Belgium, the Netherlands and Germany.

Discussions between regulators and system operators are going on.
