RTE opens up access to the French Balancing Mechanism to IFA Users.

RTE opens today the Access to the French Balancing Mechanism to IFA Users. It provides to IFA Users the option of making offers on the French Balancing Mechanism from the IFA at the day-ahead stage.

On 29th March 2004, RTE and NGT opened up intraday access to the IFA for OTC trade. Under a second phase of the intraday system planned later, actors will be able to use the intraday service to access the french Balancing Mechanism.

In response to CRE's deliberation of 9th June 2004 asking RTE to open access to the French Balancing Mechanism to IFA Users from November 2004, RTE has proposed to introduce a service allowing access to the Balancing Mechanism on D-1 from 8 November 2004. The introduction of a service allowing access to the Balancing Mechanism on an intraday basis will be considered subsequently.

The provisions introduced for the first phase (access on D-1) were unveiled to actors at successive meetings of the CFMA (Balancing Mechanism Operation Commission) on 7th and 18th October. Particularly, offers on the Balancing Mechanism must be done within the limits of the acquired capacities.

It has now been decided that actors should have the option of making offers on the Balancing Mechanism from the IFA on D-1 (before 4pm) from 8th November 2004 (for delivery on 9th November 2004). With this new service, Users will have an extra opportunity to take advantage of their assets on the IFA interconnection while contributing to manage the security of the French power system.
