RTE and Elia will renew for October 2005 the joint provisions adopted in September on allocating capacity at the French-Belgian border.

RTE and Elia, the respective French and Belgian electricity transmission system operators, will renew for October 2005 the joint provisions adopted in September on allocating capacity at the French-Belgian border.

In a press release published on 7 July (see www.tennet.nl), TenneT, the Dutch system operator, announced its decision, effective 1 September 2005, to stop awarding priority for the allocation of capacity at all Dutch borders to contracts concluded between EDF and SEP prior to the liberalisation of the electricity market.

TenneT has made this capacity available to the market again.

As a result of TenneT's decision, RTE and Elia, the French and Belgian system operators respectively, have noted the de facto non-implementation of priority access to the French-Belgian interconnector awarded to the contract in question. In order to ensure that there is no unusable reserved capacity, the corresponding capacity was allocated in September in accordance with the prevailing allocation mechanism. The extension of these provision will lead, for October 2005, to a 350 MW increase in capacity, which will be allocated in monthly blocks at the French-Belgian border.

The technical extension for October 2005, adopted jointly by RTE and Elia, in no way compromises the subsequent introduction of other allocation methods, pursuant to the consultation currently under way with the regulatory authorities in both countries.

The total capacity made available to the market for October will therefore be 400 MW, due to the restriction linked to the works planned on the Avelin?Avelgem interconnection line in early October, aiming at increasing the interconnection capacity.
