Harmonization of cross-border capacities periodic auctions on CWE region : step 2

In a communication published on the 24th of April, the TSOs of CWE region indicated that phase 2 of the harmonization of explicit auctions project in the region would start during the second half of June 2009. For CASC-CWE, phase 2 consists in operating the registration of the participants, the secondary market, the daily auctions for German borders, the fallback for TLC, the programming authorizations, the financial guarantee and the settlement process.

A prerequisite for the launch of phase 2 is an official approval of the harmonized auction rules by the regulators of CWE region.
Consequently, in order to let enough time to all parties for the registration phase, this communication precised that the TSOs had asked the regulators to provide their official position for the 15th of May at the latest.

The TSOs of CWE region have received from the regulators a list of requests and demands of clarification concerning the harmonized auction rules which requires an in-depth discussion between the regulators and the TSOs. The time needed for such a discussion being not compatible with the planning announced by the TSOs in the communication mentioned above, the TSOs have decided to postpone phase 2 of the harmonization project to a later date (at least after the summer 2009).

The new date for the entry into force of harmonized auction rules will be communicated as soon as possible.
