The Tariff

The tariff (TURPE 3) currently applicable for the period 2009-2013 was updated on August 1st 2011.


The TURPE, which stands for Public Electricity System User Tariff, is set by a French ministerial decision, based on a proposal by the energy regulator, CRE. Planed to cover the costs of transmission electrical energy, it must provide RTE with sufficient resources to operate, maintain and develop the transmission network, whilst ensuring proper levels of reliability and safety for the power system.

TURPE 3, which came into force on August 1st 2009, applies through to 2013. By a ministerial decision of June 5th 2009, the tariff schedule is indexed annually on August 1st.
Following a deliberation by CRE on May 12th 2011, the tariff indexing operation on August 1st 2011 led to a rise of 2.56%, applicable to all customers.

With this new tariff period, three incentive mechanisms were introduced by CRE to encourage RTE to optimize its performance:
  • On the purchase of losses, where RTE's performance will be benchmarked
  • On the quality of supply, where RTE's equivalent outage time will be set against a target fixed at 2 minutes and 24 seconds
  • On controllable operating expenditure, where any overspend will be payed by RTE, whereas any benefits will be shared with network users.

These measures will result in a bonus or penalty at the end of the tariff period.


Development of the CSPE (Contribution to Public Service Electricity Charges) in 2011


Following the adoption of the supplementary budget for 2011, the amount of the CSPE applicable to electricity consumption is 9 € / MWh as of July 31, 2011 until June 30, 2012, and 10.5 € / MWh from July 1 to December 31, 2012.
The amount of contribution due is capped at 550,000 euros per year and per site of consumption (determined by its SIRET number) or at 0.5% of the company's added value.
