Regions as stages in the construction of a European electricity market


As part of moves to gradually develop an internal electricity market, the "European Regional Initiatives" are moving things to the next stage. Launched in 2006 by the association of European regulators (ERGEG), these initiatives aim at harmonizing market access rules and mechanisms across Europe's various "regions".

With its geographic situation at the crossroads of four of these "regions", RTE has signed up to four European Regional Initiatives:

  • the "Centre West Europe" Regional Initiative
    (France, Benelux, Germany)
  • the "France - UK - Ireland" Regional Initiative
  • the "South West Europe" Regional Initiative
    (France, Spain, Portugal)
  • the "Centre South Europe" Regional Initiative
    (France, Italy, Switzerland, Germany, Austria, Slovenia, Greece)

In October 2008, in the "Centre West Europe" region, the Transmission System Operators in France, Belgium, the Netherlands, Germany and Luxembourg set up a joint venture as a single interface with the market, called the "Capacity Allocation Service Company" (CASC). This firm will act as a one-stop-shop, responsible for implementing and operating auctions for the annual and monthly allocation of electricity transmission capacities on the borders between the five countries, based on common rules.
