Import Export rules

The IE Rules only apply to the terms and conditions of exchange programmes nominations, allocations being dealt within specific allocation rules.

The Access Rules for Imports and Exports on the French Public Power Transmission Network define the principles governing the implementation of import and export programmes on interconnections between RTE and neighbouring TSOs at different timeframes.
More precisely, the Access Rules for Imports and Exports on the French Public Power Transmission Network describe:

the conditions for nominating periodic, daily and intra-daily programmes with RTE ;
the conditions for implementation by RTE of these programmes.

To be able to implement an exportation and/or importation from or into France, a user must:

hold the related exportation and/or importation transactions according to the conditions described in the relevant specific allocation Rules applicable on these interconnections,
acquired the optional physical transmission rights via the capacities allocation mechanisms which are described in the allocation rules.

The user will then nominate the related exchanges programme within the limit of the allocated rights.

The conditions of the capacity allocation are described in specific allocation rules, which are also published on the RTE website. These rules stipulate the conditions for allocating, and where applicable, using capacities on the following interconnections : France-Belgium Interconnection, France-Spain Interconnection, France-Italy Interconnection, France-Germany Interconnection, France-England Interconnection (IFA), France-Switzerland Interconnection.

Next developments for 2012 :

In order to take into account the new Intra Day Mechanism on the France-Switzerland interconnection, a new set of Import/Export Rules has been drafted by RTE and approved by the CRE.
