Allocation of capacities on France – Germany interconnection
Capacities on the France-Germany interconnection are allocated, in both directions:
- explicitly via an auction mechanism for annual and monthly capacity,
- implicitly via market coupling for daily capacity,
- both implicitly and explicitly for intra-day capacity : allocations by RTE and Amprion with a “first come first served” mechanism via a capacity allocation platform. Capacity is free and its use is mandatory in its full amount. This mechanism also enables implicit allocation for EPEX Spot’s members.
The Rules for Capacity Allocation by Explicit Auctions V1 within CWE, CSE and Switzerland apply on the France- Germany interconnection for the annual, monthly and daily allocations (in case of unavailability of CWE Market Coupling). The registration step is organized by CASC, the joint auction office appointed by all CWE, CSE and Switzerland TSOs.
The Rules for Capacity Allocation for the France-Germany Interconnection (IFD Rules), which are drawn up jointly by the transmission system operators in Germany (Amprion and EnBW TNG) and France (RTE), describe the modalities of the intra-day allocations.
Access provisions for intraday allocations
A User who wants to acquire intra day capacity on the French-German interconnection must:
• Sign the "Statement of Acceptance" included in the IFD Rules ;
• Be a signatory of the "Access Rules for Imports and Exports on the French Public Power Transmission Network" with RTE ;
• Must enter into a balancing agreement (Bilanzkreisvertrag) in Germany with at least one involved German Transmission System Operator (Amprion and/or EnBW TNG).
There is no nomination step to RTE, however, User continue nominating their programs to the German grid operators (Amprion and EnBW TNG).
