Capacity allocation on France - Belgium interconnection
Capacities on the France-Belgium interconnection are allocated, in both directions:
- explicitly via an auction mechanism for annual and monthly capacity,
- implicitly via market coupling for daily capacity,
- explicitly via a pro-rata system for intra-day capacity.
The Rules for Capacity Allocation by Explicit Auctions V1 within CWE, CSE and Switzerland apply on the France-Belgium interconnection for the annual, monthly and daily allocations (in case of unavailability of CWE Market Coupling). The registration step is organized by CASC, the joint auction office created by the TSOs of CWE region.
The Rules for Capacity Allocation for the France-Belgium Interconnection (IFB Rules), which are drawn up jointly by the transmission system operators in Belgium (ELIA) and France (RTE) (in French only), describe the modalities of the intra-day allocations.
Capacity calculation on the France-Belgium interconnection
RTE et ELIA jointly determine the capacities that are allocated by auctions, the capacities put at the disposal of market coupling and the capacities available for intraday allocations, in respect of the network security rules.
The capacities are determined in accordance with the Split rules between the different timeframes jointly defined by Elia and RTE.
For information, the yearly capacities determined for 2011 are the followings :
- yearly capacity in the France-Belgium direction : 1 450 MW
- yearly capacity in the Belgium-France direction : 400 MW

Comparative study of various methods for allocating electricity transmission capacities at the France-Belgium interconnection
In July 2002, the Belgian and French transmission system operators, Elia and RTE, had forwarded a joint study to the regulators relative to the methods for allocation at the border between the two countries, in accordance with the stipulations set out in the action plan drawn up in March by the transmission system operators and the regulators.
