Allocation of capacities on France - Switzerland interconnection

The available capacity on the France - Switzerland interconnection is allocated :

  • explicitly via an auction mechanism for annual, monthly and daily capacity
  • for the intraday capacity : allocations by RTE and Swissgrid with a "first come first served" mechanism via a capacity allocation platform(www.intraday-capacity.com). Capacity is free and its use is mandatory in its full amount.

The harmonized rules "Rules for Capacity Allocation by Explicit Auctions within Central West Europe Region, Central South Europe Region and Switzerland" apply on the France- Switzerland interconnection for the annual, monthly and daily allocations. The registration step is organized by CASC, the joint auction office created by the TSOs of CWE/CSE regions and Switzerland.

The above mentioned evolutions of allocation Rules strongly impact Market Parties as from January 2012.Therefore, RTE and Swissgrid have organised a Forum in Paris la Défense on Nov 8th 2011 (slides are available in the table below).

Access provisions for intraday allocations

The Rules for the intraday Capacity Allocation for the France-Switzerland Interconnection (French - Swiss interconnection Intraday capacity Allocation Rules), which have been drafted jointly by the transmission system operators in Switzerland (Swissgrid) and France (RTE), describe the modalities of the intraday allocations. This set of rules has been approved by CRE and Elcom, the French and Swiss regulators.

A user who wants to acquire intraday capacity on the French - Switzerland interconnection will have to :

  • Sign the "Statement of Acceptance" included in the French - Swiss Interconnection Intraday Capacity Allocation Rules
  • Be a signatory of the "Access Rules for Imports and Exports on the French Public Power Transmission Network" with RTE
  • Must enter into a balancing agreement (Balance Group Contract) in Switzerland with Swissgrid

There will be no more nomination step to RTE, however, users will continue to nominate their programs to the Swiss grid operators (Swissgrid).
