Capacity mechanism - What will be the contribution of French interconnections in 2019?

In December 2017, RTE announced a proposal for revision of the security coefficient for the year of delivery 2019, to take into account the explicit participation of cross-border contributions. RTE will thus propose, in accordance with Article 6.1.4 of the capacity mechanism rules, to set the value of this new coefficient to 0.99, up from its current value of 0.93. RTE has detailed these elements in its announcement of the estimated overall value of cross-border contributions to the security of supply in France for the year 2019, as well as its distribution by border.

The value of the new security coefficient to be proposed by RTE results from simulations carried out in the generation adequacy report of the electricity supply-demand balance in 2017.  These simulations also assess the overall contribution of interconnections to the security of supply in France in 2019 (excluding Switzerland), based on the terms presented in consultation in 2017. Based on these terms, RTE evaluates the overall contribution of interconnections (excluding Switzerland) to the French security of supply as 6 319 MW for the year 2019.

At the 2017 consultation, RTE also proposed that the overall contribution of interconnections to the French security of supply could be distributed by border on the basis of expected imports in case of scarcity situation, measured at each border in the simulations of adequacy studies. Based on this methodology, RTE has evaluated the distribution of the contribution of interconnections for the year 2019 at the various French borders in the following manner:

The terms for defining the overall contribution of interconnections to the French security of supply, as well as the terms for distributing this value by border, will be defined by Decree No. 2012-1405 of 14 December 2012 relating to the capacity obligation mechanism in the electricity sector, currently being revised, and by the new capacity mechanism rules that will arise from this.

If RTE's proposal meets the conditions laid down by the new provisions of decree no. 2012-1405, RTE will then confirm the values announced in the present release.
