Capacity mechanism

Overall level of capacity guarantees

RTE publish, by January 1st of the year Y-4 for the delivery year Y, the forecasted overall level of capacity guarantees required to satisfy the obligations of all the suppliers for the year Y. These forecasts for a given year are updated each year and the updates are published before: January 1st of the year Y-3; January 1st of the year Y-2, January 1st of the year Y-1; January 1st of the year Y.

For the first delivery year, RTE publish, by January 1st 2015 for the first two delivery years, the forecasted overall level of capacity guarantees required to satisfy the obligations of all the suppliers.


List of the capacity portfolio managers

RTE publish the list of RPC (Capacity portfolio manager) who have signed a contract with RTE. This list is updated weekly.


Paramètres de la certification et de l’obligation

RTE publish, by January 1st of the year Y-4 for the delivery year Y:

  • The value of the reference extreme temperature;
  • The value of the security factor;
  • The abacuses of Kh, Kj ;
  • The C,Filière coefficient;
  • The CAL,certifié,EDC parameter

For the first and the second delivery year, RTE publish, by November 1st 2014 the certification and obligation parameters above.


Certified capacities registry

Starting from November 2014, RTE publish daily on the RTE website the registry of certified capacities for the delivery years Y, Y+1, Y+2, Y+3.

The registry of certified capacities specifies the characteristics, for a delivery year, of each EDC (Certification Aggregate) for the EDC higher than 100 MW and aggregated by power segment for the EDC lower than 100 MW, including:

  • The date of certification ;
  • The Certified Capacity Level to date;
  • The forecasted Certified Capacity Level taking account the rebalancing demands under examination;
  • The values of the certification parameters to date, and the values of the previous certification parameters if appropriate;
  • The Certified Capacity Level for the two delivery years expired, if appropriate;
  • The Effective Capacity Level of the two expired delivery years, if appropriate;
  • The values of informative certification parameters to date, following a declaration of an evolution in the parameters;
  • The RPC to which the EDC is attached;

The certified capacities registry specifies the list of the existing production capacities that are not certified to date. The certified capacities registry is updated daily.

Registry of consumption control measures

Starting from April 2015, then monthly until the month before the first month of the delivery period, RTE publish daily on the RTE website the registry of measures to control consumption that specifies:

  • The global level of measures to control consumption declared during the first declaration for the delivery years Y, Y+1, Y+2, Y+3.

PP1 Signal

The criterion of consumption used to select a PP1 Day is based on:

  • Statistical distributions of possible consumption at this time of the year, elaborated by RTE based on chronicles of temperature from the Météo France referential and on middle term meteorological forecasts;
  • National consumption forecasts elaborated on day ahead by RTE on the basis of short term temperature forecasts from Météo France.

The retained hours of a Day reported to be part of PP1 are the hours in the time slot [7:00; 15:00[ and [18:00; 20:00[ for the given Day.
PP1 days can only be selected from the working days of the delivery period of the delivery year excluding Christmas school holidays of the delivery year as defined in the Ministerial Order related to the national school agenda in effect .
PP1 Days are reported the day ahead (written J-1 in the Rules related to the capacity mechanism), at 9:30.
The number of Days PP1 for a given delivery year is between 10 and 15.


PP2 Signal

The Days of the peak period PP2 are of two types: Days of PP2 that are Days of PP1 as well; and Days of PP1 that are not Days of PP1.

  • Every Day in the Peak Period PP1 is a Day in the Peak Period PP2.
  • Some Days in the Peak Period PP2 are not Days from the Peak Period PP1 (written Days of PP2 not PP1). The PP2 Days except PP1 are selected on a criterion of tension of the electrical system.

The retained hours of a Day reported to be part of PP1 are the hours in the time slot [7:00; 15:00[ and [18:00; 20:00[ for the given Day.
The PP2 Days that are in PP1 as well can only be selected from the Working Days of the delivery period of the delivery year.
The Days of PP2 that are in PP1 as well are reported the day ahead at 9:30.
The Days of PP2 that are not Days of PP1 (written Days of PP2 not PP1) are reported the day ahead at 19:00 later.
The sum of the Days PP2 of the month of November and the PP2 Days of the month of March is below 25 % of the total number of PP2 Days for a given delivery year.
The number of PP2 Days for a delivery year is between 10 and 25.
